About Us

Victory Outreach International was founded in 1967 by Pastor Sonny and Julie Arguinzoni. Within the inner city they shared the basic truth of the gospel of how God loved them and how he had the power to change their lives. As a result, Victory Outreach was born. As the Ministry of Victory Outreach began to grow members of Pastor Sonny's church felt an overwhelming sense of destiny. They dared to believe God and began to step out in faith to start Victory Outreach churches across California.

Victory Outreach began to emerge to the forefront of mission focused ministries. Churches began to be planted across America.

In 1981, one of these churches was the establishment of Victory Outreach Church in Hayward, CA. Steve and Joesy Pineda left their home in Los Angeles and began to work in Hayward the same way the founders did. They went to the streets and jails and began to share the transforming gospel of Christ to the lost and forgotten.

Pastor Steve and Joesy began in their garage which sat approximately 20 people. They moved to a larger garage and then to numerous facilities throughout the East Bay where God began to increase the size of the congregation. Victory Outreach Church has continued with the overall vision of the ministry and has planted 14 churches throughout the United States and the world - with special works in the Philippines, Indonesia, and South Africa.

Throughout the 30 years of establishment we have received over 50 acclamations from the City, County, State and the President of the United States for our work within the inner cities of the Bay Area.

14 years ago the Senior Pastor, Steve Pineda went home to be with the Lord. Shortly after his wife Joesy took over the Pastoral duties of the church. Pastor Joesy and the Pastoral Team continued to have a vision of reaching the lost in the City of Hayward and the World. Because of the global flare of the International Churches, Victory Outreach Church in the Heart of the Bay serves as a multi-ethnic, cross-cultural people within the Bay Area.

Recently the mantle of Victory Outreach Church has been passed from Pastor Joesy Pineda to her son, Esteban and Chela Pineda. The legacy of Victory Outreach Church has always been the Heart of the Bay and now continues it's powerful legacy to the next generation.

Victory Outreach Church in the Heart of the Bay exists to:

We can exalt Christ in our lives through prayer, worship, fasting and reading of the bible to achieve a life of righteousness in the site of God. (John 12:32, I Corinthians. 1:29)

Inspiring God's children to answer God's call and commit to it because it is our driving force. We believe in the people, that they have potential and love for God. (Proverbs. 29:18, Hebrews. 1:2-3)

We are thriving to bring people to spiritual maturity, giving them a sense of belonging. We want to see strong Christians growing in their character and building relationships. (Ephesians. 4:14-16)

To give Christians training and teachings to help them develop their leadership skills and spiritual gifts. (Matthew. 28:18-19)

Our mission is the Jesus mission world evangelism, going to the inner cities of the world and reaching the out-cast.

Mission Statement

Victory Outreach is an international, church-oriented Christian ministry called to the task of evangelizing and discipling the hurting people of the world with the message of hope and plan of Jesus Christ.

This call involves a commitment to plant and develop churches, rehabilitation homes and training centers, in strategic cities of the world.

Victory Outreach inspires and instills within people the desire to fulfill their potential in life with a sense of dignity, belonging and destiny.

Victory Outreach works cooperatively with others of mutual purpose in accomplishing the task before us.

3 C’s

Community (Family)
The church is a community; we are a family. This is why we call each other brother, sister, spiritual Mother and Father. We can express and receive love, security, and a sense of belonging in a family. We have a sense of dignity and belonging because we are a family that God Himself raised up to become a unique ministry that works with the hurting people from inner-cities worldwide. (Acts 2:42, I Timothy 5:1 - 2)

Cause (Army)
The Cause is the army of the Lord. We are an army with a mission that God has given us to reach the world. We are a mighty army set aside to do battle against the powers of darkness through obedience and loyalty. Having the same mindset is essential for conquering new lands for the Lord. While in a family, the basic values that are instilled are love, acceptance, and respect. In an army, the values are a sense of mission, strategy, accomplishment, and finances. (Matthew. 16:18, I Samuel 17:29, II Samuel 18:5-17)

Corporation (Business)
This is the business and organizational aspect of the ministry. We have our International Administrative offices which are fully staffed with individuals that are dedicated to the worldwide expansion of Victory Outreach. Each local Victory Outreach church strives to become a well-polished, Kingdom-business run church. (I Corinthians. 14:40)
